If you enjoy city-builders and have never heard about Workers & Resources: Soviet Republic, you owe it to yourself to play this one, and for just $9.99, this is one of the best deals on this sale.

6 – Xenonauts 2

Xenonauts 2 is one of my favorite turn-based strategy games you can play right now, and does a great job of taking the concepts that made the original X-COM: UFO Defense very popular in the 1990s and update it to 2026s standards. The game is very deep into its early access and has regularly received updates. In my review of it, I was very impressed with what was already on display when it first came out, so I really need to dive back into it and have another shot at those aliens! A great strategy game to buy during the Hooded Horse Steam sale 2026.

5 – Shadow Gambit: The Cursed Crew

While Shadow Gambit: The Cursed Crew was a game that failed to impress me when it first came out, I actually came around and started to enjoy it quite a lot the longer I played it. Very weird phenomenon to happen with me. Anyway, Shadow Gambit: The Cursed Crew is a real-time stealth tactics game (in the vein of Commandos, and one of the best at that), where the player takes control of a crew of supernatural pirates with otherworldly abilities and has to sneak their way to victory against the Inquisition.

    Okay. I seem to be of the unpopular opinion that the best part of a city builder is the late game when everything is nearly automated and you can watch your hard work fend for it’s self. Behold your grand society endure indefinitely as you check in to make grand expenditures occasionally, by dipping your fingers into it’s nigh limitless recourse pools. So it always gives me pause me when I see people praise Against the Storm for it’s short form resets. I may actually grab it while it’s on sale, as it obviously has more going for it than, “indefinitely early game”. I just want my mindset to be right before I go into it. I’m worried that my love of the end-game will spoil the experience. Any thoughts?

      Try it out, it’s very unique. I really liked all games recommended here that I’ve played, but Against the storm remains my favourite and it’s 1st place here is so well deserved. Even if it isn’t YOUR jam, you won’t regret it.

      One thing that hasn’t been mentioned is how extraordinarily polished, tightly designed, and balanced it is. So many interesting systems that fit together perfectly. And before it gets predictable, it throws higher difficulties at you that keep it challenging and fresh.

        With so many people saying that, I’m sure he already went and got the game!

      If that’s worth something, if you can stabilize your settlement before the victory bar is filled, for a little while it does feel like that, at least to me.
      Also, you can always just keep playing your settlement after winning the scenario, although I have never tried that yet. Game is very addictive and you always want to see what curveball the next stage is waiting to throw at you, so I just keep hitting “back to the map”, instead of “keep playing”.

      It is certainly not for everyone and I have seen city builder diehards bash it for “not being a true city builder”, but personally for me it quickly became my number 1 strategy game and remains my top played title for the second month in a row. Because of this I definitely encourage everyone to at least give it an honest try.

    As someone whose played a ton of against the storm and loves it I’d say your perception is correct, against the storm is essentily the early part of a city builder on steroids. If you like stringing together supply chains to meet population needs than it might be fun but you rarely get to sit back and admire your creation- basically there’s a victory and loss timer and once those fill up the game ends and you move on to your next game. There’s nothing like civs one more turn where you can sit back and just watch your settlement. Might be worth trying but won’t give you the end game feeling your looking for.
