I have put together this list after tracking down the best deal of the Steam Winter Sale. Gaming doesn’t have to be expensive. One of the biggest advantages of pc gaming used to be the low prices of games available, and I think that it very much still is. If you take a look at the Steam Winter Sale 2025 and know where to look, you can find some fantastic, high-quality titles. This list will provide you with just that.

25 – Phantom Brigade

Phantom Brigade became one of the best surprises of 2025 because the game has recently received a massive update that basically overhauled and reworked most of the systems, added a lot of new content, and polished the overall progression of the game, making it one of the best turn-based strategy games you can play in 2025. If you’re looking for a new challenge in the turn-based space, this one has hundreds of hours for you to enjoy at just $15.

24 – Steel Division: Normandy 44

Released during a time when the real-time strategy genre was very stale and World War 2 games were few and far between, Steel Division: Normandy 44 was an innovative grand-RTS from the team that brought us R.U.S.E. and Wargame: Airland Battle. Massive maps based on real-life maps, hundreds of units, and a gameplay loop that’s based on combined arms operations during WW2, for its asking price of 5 dollars, it’s one of the best strategy game deals of the Steam Winter Sale 2025.

23 – Stellaris

It’s Stellaris, one of the best 4X and the best space game of all time.

22 – XCOM: Enemy Unknown

Even at full price, I would recommend XCOM: Enemy Unknown without a shadow of a doubt, as it is the best turn-based strategy game of all time, and for less than 5 dollars, if you don’t already own this, it should be a no-brainer. If you’re new to this genre, don’t be put off by its release date of 2012, because the game still looks and plays amazing.

21 – FTL: Faster Than Light

The original indie darling, FTL: Faster Than Light, is one of the games that kick-started the roguelike craze and boosted the indie scene to the mainstream. This space-based strategy game puts you at the helm of a ship as you attempt to escape a pursuing fleet across randomly generated star systems. It’s really amazing, and for $2.50, what more do you really want? I still have this one installed on all my machines, despite the fact that it’s 13 years old.
