15 – Headquarters: World War 2
Headquarters: World War 2 is a visually impressive turn-based tactical wargame that’s a prime target for players who are looking for a simple tactical wargame that sits between games like Battle Academy and Second Front, being a bit more accessible than the latter, and more complex than the former. Headquarters: World War 2 distinguishes itself with beautiful 3D graphics, a detailed destructible environment, and intricate combat mechanics, including positional armor and crew systems that make every decision matter. The game has some arcade mechanics, such as the ability to reinforce tanks and squads with a click of a button, but it works surprisingly well. Players can expect to command US, UK, or German forces through multiple campaigns and challenging skirmishes, experiencing intense, close-quarters engagements where tactical positioning and unit management are paramount. It’s the perfect game for players who want a World War 2 tactical wargame that does things differently than the aforementioned titles.
14 – Graviteam Tactics: Mius Front
For wargame purists and those seeking the deepest, most authentic WWII Eastern Front tactical simulation ever made- at 50% off- Graviteam Tactics: Mius Front is by far the best option in this Steam Summer Sale 2025. This game is renowned for its painstaking historical accuracy, down to the individual bullet and shell trajectory, and even the radio wires used to communicate between units, coupled with incredibly detailed terrain, ballistics, and a complex command and control system, this is the purest form of realism you’ll ever encounter in a wargame. You’ll operate at the battalion level across vast, topographically accurate maps of the Mius River and Saur-Mogila areas of 1943, leading Soviet or German forces through dynamic, real-time battles with a pause where every decision, from unit formation to communication lines, has profound consequences. Its massive DLC collection is also on sale, and most of them are also worth the asking price, but I can recommend Stalemate on Donets, Bird Grove, and Predators in the Mist.
13 – Command: Modern Operations
While we are talking about unparalleled realism and granular detail, we might as well just include its modern military simulation counterpart: Command: Modern Operations (CMO). Used by defense agencies and armies all over the globe, Command: Modern Operations is the definitive choice and a top-tier recommendation if you don’t already have it. This real-time strategy game with pause allows you to control virtually every aspect of contemporary warfare, from submarines beneath the waves and surface fleets to air wings and even ground forces. With gaming’s most exhaustive database of real-world units, with tens of thousands of meticulously modeled weapon systems, advanced electronic warfare, and accurate unit behavior, CMO delivers an incredibly authentic, high-fidelity experience of conflicts from the Cold War to the near future. While getting into Command: Modern Operations certainly has a learning curve, the fact that you can play it as you want certainly helps a whole lot. This is the perfect game for players who want to create their own scenarios, simulate their what-if historical has-beens, or just learn more about how real-life military institutions train with the same software.
12 – Hearts of Iron IV
This one had to be here somewhere, right? Despite being more of a grand-strategy title, it’s undeniable that Hearts of Iron IV (HOI4) has plenty of wargame DNA in it, and no other game does the whole “alt-history” and “take care of your logistics on a grand scale” as well as Hearts of Iron IV. While not a World War 2 simulation in the way something like Gary Grigsby’s titles and Wargame Design Studio ones are, there’s certainly a massive level of appeal when it comes to paving your own way through history, and this immersive World War II simulation allows players to take command of any nation on the globe, from minor powers to the mighty Axis or Allied blocs, and guide it through the complex political, economic, and military landscape of the 1936 or 1939 start dates. With deep industrial management, intricate research trees, and a flexible division designer, HOI4 offers unparalleled freedom to rewrite history or meticulously follow its real-world path.
Hearts of Iron IV is constantly evolving with new updates and a vast array of Hearts of Iron IV DLCs, such as No Step Back (for tanks and Eastern Front), Man the Guns (for naval warfare), and Arms Against Tyranny (for Nordic nations and a global equipment market), which add significant new mechanics and focus trees to various nations.
11 – Battle Academy 2
The friendliest wargame ever put to code, and certainly the beginner title everyone must have in their library, Battle Academy 2: Eastern Front is always a perfect buy during the Steam Summer Sale. It’s a turn-based wargame that transports you to the brutal Eastern Front, allowing you to command both Axis and Soviet forces across a variety of historically inspired scenarios and campaigns. Its basic rules, intuitive interface, clear visual feedback, and focus on tactical movement, cover, and unit abilities instead of complicated logistics and ballistics make it an excellent entry point for newcomers to the genre, while still offering enough depth to challenge seasoned armchair generals.
